UNTRUE! I used Balloonian with a lot of success at TH7.

while it's not utterly useless level 4 balloons just aren't nearly as good as level 6 or even 5

frankly you shouldn't start using it till you get balloons up to 5

Depends on what you use them for.

I have seen some pretty good loonion war atks from TH7's in my clan. Don't think its feasible, expense wise for regular raids at that th level.
