tell him to max his drills..

and oh, tell him to make 10+ more accounts like this, just max his drills/mines/collectors

and take them to Gold/Crystal/Master

and to log it in every 2 days

There is still hope for him,he's not too rushed.In fact many th9s are more rushed than this.
However you need to prove to him the loot penalty is real(to prevent him from upgrading to th10).A simple way to do that is to ask him to snipe a th 7 then a th9.The resources stored in a town hall are 1000 gold and elixir.When he snipes a th9 he will get that amount,when he snipes a th 7 he will get 500 each.
Also explain to him some basics about defense,and the importance of not putting his close range splash damage defenses in the center of the base.

I'm a th7 but please pretty please let me see him in matchmaking!

There is no way you can 3 star him even with dragons if you're a th7.

He's a friend of mine who doesn't believe this penalization % thing in raids when rushing town hall. Hopefully this thread helps to open his eyes.

Only good thing I see in this village is that he has high level mines and pumps

I've unfortunately seen much worse than this. Have a 9 that looks somewhat like this in my clan......after being a th9 for roughly a year. You try and help people out as best you can but some will just not listen, but since we don't war any more there is no harm letting him stick around and try to catch up.
