I barched to Master league with town hall 4, so a town hall 9 should have no trouble at all. just make sure to use a farming base so you get shields from someone who might snipe you and protect your de since you have more to lose as you dont have the protection of the loot penalty since everyone can take most everything you have in your storages.
also your barbs and archers being higher than level 2 each means you should be able to barch for less, and take some collector bases on the way up to get you from loosing loot as you push from army cost.
