I initially said make level 3 like level 1, but then hedged and said level 2 or 3 like level 1. Gameplay analysis by SEE would determine how much of a nerf is in order.
In single target mode (after 2 seconds), the level 1 inferno tower still has higher DPS than the hidden tesla, AT, WT, cannon, X-Bow, and mortar. Only the air Defense has it beat on single-target DPS.
In single target mode, it's the equivalent of 5 (admittedly weak) defensive towers in a 2x2 package.
Even a level 1 inferno will go to task on TH9 players. So no, I don't think it's trolling, it's balancing. And if making the level 3 that weak is too much of a swing in balance, then make it level 2 that gets nerfed that much, and make the level 3 a little weaker than the current level 2. And make a new level 4 that's a little stronger than the current level 2. And a new level 5 that's where the current level 3 is.
It's just a way to add to the total investment (in gold and time) to unlock the ultimate defense in the game. An X-Bow costs 23M to max and is weaker. A Hidden tesla costs about the same to max, and is weaker (but has the advantage of surprise?). Archer tower costs almost 24M to max and you have 7 of them. Why shouldn't the total investment in the ultimate defense be more than any of those?
When they made elixir walls available, what did that do to all the players who had maxed their walls with gold only? That's what this would do. It would make your cumulative 19.5M gold investment worth considerably less, maybe 15M gold depending on how they re-priced each level. Oh well, happens all the time in this game.
