Just a quick question, why doesn't the lvl 4 pekka unlock at th9? Lvl 3 is available at th8, lvl 5 is available at th10....not complaining, just curious.

Because once a troop level is unlocked at a certain TH level, they don't move it to another TH level. And the level 4 PEKKA was unlocked at TH10 before the level 5 was released.
Besides, TH9 already unlocks enough troop levels (more than TH10).

Another thing to think about is the balance that SC tried to keep between attack and defence. Level 4 Pekka is not balanced for th9, and it could throw off that balance for th9's.

This is is a good answer to keep in mind for a lot of questions like this. Balancing a game can be a difficult and sensitive thing. You make something too strong or too weak too soon or too late everything gets thrown off. A lot of people don't consider this I think. Yeah, lvl 8 drags would be awesome at TH5, but that would jack everything up. Extreme example, but same concept.
