If clan A reports clan B for offensive clan description is there an exact ideal punishment or does it varies?

Depends, if it is their first offence, they get a 24 hour ban, second offence is a 48 hour band, third offence is a permanent ban.

It's co-Leaders or leaders for an offensive clan description as they are the only ones who can amend the clan info.

I tried doing this - I reported a clan for their description (my first and only reporting of such a thing). I did it through the Help section of settings and included a screen shot. The reply back from Supercell was that I could only report a player, not a whole clan. I'm very confused, as it states in the FAQs that you can report a clan for an offensive clan description.
