I would just upgrade the defences and then the walls, but if you play often you could leave a builder free and upgrade walls when you have enough gold.
When raiding collect as much as possible, then dump excess gold into skulls before starting the next upgrade!
-I have 1 skull left to go, it is a great process!
I did defenses first. When I pushed I did walls though so I only had to do 190 skulls when I maxed my defense. I upgraded my last skull 3 days ago.
