basically if you are a higher th than who you attack you get a penalty, if you attack a higher th you get a bonus

To stay on topic, loot penalty is, well a penalty on loot. Hmm, to make it simpler, let me give you an example. Everytime a th9 attacks a th7, the amount of loot the th9 can get from the th7 is greatly decreased. And so on and on. Basically everytime a higher TH tries to attack a lower TH, the amount of loot the higher TH can get from the lower TH is greatly reduced. Then there is the 'loot bonus' i think it is called? Which is if a lower TH attacks a higher TH, they get 150% or so bonus on the loot raidable. Hope this helped.

loot penalty means that you will get a reduced loot (less ressources) if you are upgrading your TH too fast (without upgrading everything at the current level before moving to the next). However, this has not been confirmed by Supercell. Moreover, many players with a premature TH are compalining about the hidden loot penalties which SC never explains.
However, the loot available to gain is affected by Town Hall level. Players get increased loot for attacking Town Halls of a higher level, and reduced loot for attacking Town Halls of a lower level.

this may make sense. I am always attacked by town hall level 9 players with 100% loss. the loot they got from me are far less to cover their troops and spells.
