If barbs build in 4 seconds un-gemmed, then do they build in 1 second if the barracks is gemmed?
I don't want to waste gems to find out but if anybody has tried, I'd be curious to know.

Yes, no reason why this wouldnt be the case. Now as to if its effective, i dont believe so if youre doing mass barbs. By the time you finish your raid mass barb is ready without boosted barracks anyways

Boosting a barrack is 4x production, 4/4=1. So yes, one second

yes they do, the green 'training bar' just flashes and barbs pretty much continuously come out of the barrack.
You can fill your army camps with barbs in less than a minute with 4 boosted barracks #math

Boost 1 barrack with archers, n the other 3 fill with 1 with barbs and other 2 with archers. U can pretty much have boosted bArch for 10 gems. Or do 1 barb 3 archer and minions if u have no gems. Or if u wanna lose n just farm what u can rock Thoses barbs lol
