I just got my 250th lv 9 wall and now I have nothing else to upgrade with gold except for my mini bombs and my seeking air mines. The only thing I can spend my elixir on is two lv 10 barracks and of course lv 10 walls. My whole lab is finished except lv 2 golems, lv 1 valks, lv 1 witches and lv 1 hounds. My king and queen are both sitting at lv 16 right now. My question is am I ready to go to th10? why or why not?

I'd get your golems to lvl3 and meanwhile do more walls
I think you're ready. You will be wasting time sitting back in Town Hall 9 if you upgrade your troops.

No my clan does not war. That is why I'm wondering if I should stay at th9 to max my golems even though I do not use them.
Max all troops.
Max all barracks.
Max all traps.
... In reality it's your own decision. I'm in a similar position to you, with only a few legos left (king 15, queen 18). I'm a perfectionist though and had to do all my traps :P

I would go ahead and upgrade to TH10.
Your wall level is fine, and pretty much all you have left is DE upgrades. DE is even easier at TH10.
DE is easier at town hall 10? Tell me more. I'm town hall 9, I can only use builders on walls (125 level 9, 125 skulls) and hero upgrades (both 13). Valks going to 2, hogs are 3 and the rest is done in the lab.

Also the additional training capacity from max'd barracks is nice. Especially with 240 troop capacity (75+75+60+60 = 270, so you'll only have a few extra troops left in your barracks after training.
from max9 to max 10, not including time of AQ/BK upgrade, is totally 110 days for 5 labor.
