Bit of both, often a worthy thread is suggested by a member - more often than not we say no but some get put up that way.
Sometimes it's a mod/SC's thread e.g. update time feedback, of if there is a technical issue we are seeing a lot of threads about to inform people - i.e. the GC issue a month or so ago
