Here's a solution to all that extra elixir. Make lots of lightning spells and use them to zap dark elixir for your hero upgrades!!! Problem solved. You are welcome.

Elixir for walls was the single worst thing ever to happen to CoC. It was a disaster and will never be returned at lower levels without some sort of minimum storage cap.

Fixed that for you. (Bring on the hate )

Not sure why you say it will ruin the economy -- did it ruin anything when it was available? Right now the th8 economy is suffering because of it.
