If inactive bases were not pushed to the back of the attack que the forums would probably be full of complaints stating, all I do his hit next on bases with full low level mines and no real loot.

This makes sense. If all inactives were in the queue, loot wouldn't even be a challenge, hence the game would be no fun. Build a bridge and get over it.
