The AI pathing is so sensitive, that the slightest off angle movement makes the dragon seem to move in unexpected ways. Revenge Raided one base with dragons, planned things out, guessing where I thought they would go after planting one in key spots, and there still a few odd turns here and there, because I didn't take fully into account the attack distance from a building, which made them technically be closer to a different building than I predicted. Honestly, I don't care too much if they do odd turns, ONLY as long as such a significant behavior is written in the description.
They do attack the nearest building, but that can vary widely from what angle they attack a building from, since there is some distance between the target and it. Also, like most units, they tend to spread out if bunched up too much, which changes the angle of attack, and what buildings they are closest to next.
It is almost a 'chaos' system, with so many complex changes based on very specific starting conditions.
When talking about a game like Boom Beach, sure there is friendly fire in real life gun fights, but it makes even more sense for the grenadier to damage friendly units because well, it's an explosion. If Supercell were to do this to dragons what about other units that deal AoE damage? The grenadier is the only AoE damaging unit in Boom Beach so it makes sense there. I just see this idea potentially wrecking your dragon/loon/etc raid if the dragons just so happen to be damaging your loons that are all bunched up. With that said, it's not even a sure fire way to "nerf" dragons. There would be some raids where the dragons deal no damage or very little damage to your air units. Making this idea effectively useless.

I don't think making the drags friendly fire is a good idea because thier AI is tricky as is and th7's are meant to be smashed, I'm th8 and I get really frustrated with lvl6 giants and aq, but at the same time the th9's are mad at the max WiGoWiPes, that's the thing about clash, there's always that guy on top of you
