He can get lv4 archers by sitting on collectors for a few days. Max collectors produce like 500k resources a day each and lv4 archers cost 750k if i remember correctly. Gemming TH to 9 is probably best thing he did instead of gemming up to TH10 or getting up a max TH6 base.

He is at the "golden TH" for doing walls right now, that's for sure. He just needs his farming troops to catch up to TH9 levels. lvl 6 barbs, archers, and giants. lvl 5 wallbreakers. lvl 5 rage spell. get those done in lab while getting his army camps up to at least 200, preferably 220. Spell factory to level 4 but that should also be a given.

Lol since when? The loot penalty applies no matter what trophy range you are in. Also going sub is a very bad idea. You must not have been down there a while.

This kids parents have a lot to answer for. I wouldn't give my 9 year old daughter money to spend on the internet without knowing specifically what it was. If it turned out to be a game, then I would want to know it was appropriate and that the money wouldn't be just wasted. If they did all that and thought it was okay, then they have more money than sense. The game warns players about the loot penalty every time you upgrade the TH, so you can't really blame Supercell. Although they (and many other companies) prey on people's naivety. Hopefully no investment entreprenuers will ask this kid for his parents bank account details.

This is why you don't gem. He should focus on army camps and barch, until they are maxed for th9, get to gold 2, and start farming hard. If he can't save up for those, he made need to just gem them as well.

Well now he'll have to go out and purchase a whole water treatment system as well, that's starting to get a bit complicated and expensive.

As far as starting over, there may be a similar, better alternative. This felon has already established that he has no regard for the ToS or the law in general for that matter, so he might as well take his 10-year-old butt and make a 2nd account, that he can progress responsibly. That way he can catch his resource production up passively on his TH9 in order to bring his offense up to par, but can play his feeder account so he's not bored to tears trying to grind away the brutal gap on his TH9.

There's a way to do it w/o totally restoring your device. I did it about 7 months ago so I can't recall the exact steps completely, but it basically involves you uninstalling the game, going into the memory and clearing the CoC cache info, and then reinstalling it to start fresh. Make sure you first have the initial account linked to either a Google+ (Android) or a Gamecenter (Apple) account unless you don't mind it being gone forever. Then just link the new account to a new Google+/Gamecenter profile and there ya go.
