The problem: Prior to making a war attack one often hast to wait for some one to make the particular troop that they need. Further more, if the only person(s) that can make that troop have their camps full with their attack troops, they have to drop troops to make room.
This can result in long waits if you need a max witch or lava hound- which take a long time to make as is. And there's only one or two people in the clan the have those troops maxed, And they don't want to drop troops, AND they can't attack till their spells finish cooking... etc. Sure, this is an extreme case, but waiting- for some time or other- to get CC troops for war IS an almost constant annoyance.
My proposal: Do not take CC donations from the camps, but allow them to be instantly built directly from the donation menu. This should be easy to implement and the way it would work is like this: when one pulled up the donation menu instead of seeing the highlighted icons of the troops they had in their camps, and their numbers; they would see ALL the troops they are ABLE to build and their levels (and or cost.) One would have to pay for the troops as usual. but they would be built and sent instantly!
Possible counter argument: At low TH levels where it may be possible to farm with max CC troops alone, people would do so allot.
Counter to this argument: (1) after TH 4 one can't farm with CC troops alone, they would still have to wait for their own troops to build, and TH 4 and below is not a big part of the game- it takes very little time to get to TH 6. (2) there is still a cool down timer on making CC requests, so one can't spam them any way.
Conclusion: This would be easy to implement, would make wartime game play smoother and more enjoyable, and has no down side that I can see. Please bump if you agree!
