Auto sticky for new IFR member

So before posting or doing something when a new fresh spawn click IfR subforum he/she should be redirected to sticky first so it will make this forum less flooded and more good idea
i dont know if the program to make this is hard or easy just a suggest

I agree with it, I myself posted a ruled out idea my first time on the IFR because I didnt see the sticky, I think this is needed.
