defenses: max it all
walls: at least all level 7
troops/spells: max only the ones you use/plan to use
collectors: mines/pumps at least to 8, max drills
barracks: at least one level 10, all the others 7+/max dark barracks
recommend max king but at least get him to 5

I maxed absolutely everything, and I have zero regrets about doing so. I suppose if I had it to do over again I might skip healer and valkyrie upgrades, because those are the only two troops I never use as a now near max TH9.

If you are even a casual farmer, the day that you start accumulating elixir with no available necessary outlets (meaning all you have left are like non-priority troop upgrades, barracks, dark barracks, I'd say the DE drills and DE storage upgrades are probably important but also not totally needed--basically things that don't dictate your ability to farm at TH8) then head to TH9.
Lol I saw someone earlier say "at least have all your walls to lvl 7." If he's already gonna be wasting elixir at TH8, then why not just wait until they're all lvl 8 as well? When you finish your necessary elixir upgrades at TH9 (which will happen within the first or second month, depending on your farming aggressiveness) you can start doing your walls while continuing your defense upgrades. Let's say you are sitting on all lvl 6 pink walls as a TH9. You could have done them at TH8 while your elixir storages sat overflowing, unable to collect more from the raids you're doing and you're losing upwards of 350k elixir from getting raided by TH9s. Or you could drop 700k gold and get that wall piece to skull, and now you can use 4M elixir that you're not really needing as a TH9 to bring it to lava. 700k gold for 4M elixir, that's almost a 1:6 ratio. It makes no sense not to do it this way, as the alternative leads you to wasting I don't know how many millions of elixir you will be waste-farming at TH8 while you grind out lvl 7/8 walls there with gold.
I maxed everything except walls and DE troops! But i made sure te majority of walls were skulls and the rest purple

Max is always prefered cause after upping TH you will find less loot.
But is it really fun to upgrade all to max? I mean, if you just want bad ♥♥♥ troops and doesnt bother you get less loot, why shouldnt you upgrade your TH?
Max everything at th8. TH9 is a grind without having to play catch up. If you don't have the patience to max th8 then idk what you're gonna do when you hit 10. It's a beast for sure

Again, you are getting some A+ advice from all these people telling you to "max everything" without explaining a single reason why you should. Definitely consider their points. Or the ones telling you "loot will be harder, so max."
You will experience I would say around a 15% dropoff in gold/elixir farming per hour, and I don't even know how much more effectively you'll be able to farm DE but it is staggering. You lose out on most TH7s but TH8s cannot dump their elixir into walls, so you'll be able to wipe the floor with them with your now lvl 6 troops (as a TH8, you may have experienced difficulty in farming some other TH8s, this will no longer be a problem at TH9).
Trying to associate the true effect of the loot penalty from TH8 to TH9 as the same as TH9 to TH10 is laughable, as TH9s can dump both their resources into walls while feasting on a TH that can't. TH10 gold/elixir farming drops off significantly from TH9 b/c of elixir for walls, while TH9 does not when compared to TH8.
Just keep in mind, every one million elixir that you let go to waste as a TH8, either through raiding it while holding full storages, or losing up to 350k each time from TH9 attacks, is a lego wall piece you missed out on. Gonna go and grind out those remaining skull walls at 100M+ gold while your elixir sits at 8M? Have fun, as on average gold/elixir farming comes in around 1:1, so you just missed out on over 100 lego walls had you simply went to TH9, not including the accumulated millions in elixir lost during that time from players raiding you.
