Supercell literally created the greatest incentive to head to TH9 as quickly as possible and then to stay at TH9 until every wall is maxed, even if not all players place a ton of value on walls (the DE farming boost is staggering from TH8 to TH9, but only slightly from TH9 to TH10 while the gold/elixir farming drops off significantly b/c of the way the elixir for walls is set up currently).

    It's wouldn't be crippled if the elixir for wall upgrade started on level 10 walls...

    So it is just because of the loot penalty.

    Well no that's not true, b/c all you're doing is exactly what Supercell did, which was simply remove it for a level of wall instead of fixing the elixir for walls system. Reforming the system responsibly would then allow for every single level of wall to be upgraded with elixir (not just 7-11) while not disrupting the economy at a single TH level.

    I don't know where you farm at, but I have heard higher leagues produce more loot. Loot bonuses are great to begin with, and lower level th's usually aren't in those leagues
