It's pretty simple, I think it would be nice to have a record of who is donating what in every clanwar. It can be added as a tab in every war record, or just a pop up when you check out a fellow clan member's base.

I don't like this idea, If you are a leader of a co, you should already have a good idea of who is doing all the donating. Plus, in most non-all-th10 clan wars, the bottom half of the clan shouldn't be putting troops in anyways.
I think that it would just serve the purpose of shaming people in the clan. There might be a good reason why some of the members didn't donate this war... who knows. I think that it would hurt more than help.
This totally depends how friendly a clan is... In our clan each and every member is subjected to feedback which we all take in a positive way.
As far as donations go, if top 15 have th9 troops it will be really helpful to rotate clanwar donations among those 15 clanmates.
More Power to Fair Play
We keep a rule where you donate what's requested to the guy above you, it keeps everything in order. If you see a req isn't filled, you call out the guy below (unless he doesn't have that troops maxed, someone else will fill) and the whole clan donates arch and whatnot
