What you provided me doesn't support your claim. You have a higher gold storage than elixir storage, your farming ratio is pretty even (9:7) and would reflect consistently with your storage capacity assuming you've been keeping the ratio of their levels similar in the past as well. And you have nearly capped elixir right now, nowhere near the barely 1/4th that you claimed. This just seems like how I was at TH7 on both my accounts, and really I see no addressable problems.
If you're satisfied with your barracks progress, maybe head to TH8 so you can start working on your skull walls with the excess gold you have? You'll have a use for that elixir as well, with lvl 5 troops and oil drills/storage upgrades.

I suppose it's possible that with all the updates there have been over the months that TH8 has become a bit more imbalanced, and so carrying more gold upgrades than it used to? An extra mortar for example.
So the solution is to add in more elixir upgrades to TH8. Simple.

Yes, what you are explaining is how the wall revert did absolutely nothing to stop the elixir drought for TH10 players. TH9s can dump elixir out of their storages at a ratio of 500k gold to 4M elixir if they only have purple walls, and 700k gold to 4M elixir if they have just pink walls.
It's still broken, and I am totally baffled at how some people are pushing against a simple solution which others have posted about how to fix the system entirely, which would even allow every level of wall to be upgraded using both resources, without the economy dipping a bit from before elixir for walls.
