Well this is why Supercell made it so you can't! Doesn't it get annoying when you have barracks upgrading and you want to use troops from those barracks... WELL THATS THE POINT!!!! Supercell made it so that it would be annoying when you have barracks upgrading, so you would actually have to use some strategy when upgrading things... Not just upgrade anything whenever you can...
Every active building is unusable when building army camps are more like resource storages, whereas barracks are more like spell factory or laboratory. Although I would like this it makes sense to have active buildings stop functioning, and adds a strategy to timing upgrades.

This makes SuperCell a lot of money, if you can come up with a compromise where money can be made and you get your barracks faster SuperCell would listen.
But just asking for it because you want it when it hurts SC's bottom line that ain't happening.
My suggestion: Use more dark elixir troops when you have a barrack upgrading to help keep your wait times down.

Supercell isn't going to put work into something just so that they can lose money.
