Only requirement is 800+ trophies and only offenses that will result in being kicked immediately are not attacking in war and repeatedly donating something not requested.
Elder is earned at 300 donations & 3 war stars while Co-leader is earned at 800 donations & 10 war stars.
Wars begin Tuesdays & Fridays, typically around 12pm Central Time.
