So in wars right now, you get two attacks.
My idea is to allow a third attack, only on someone who has attacked you and who isn't already starred.
It would work like this: you have used both attacks and someone without stars on them has attacked you. You want revenge on them, so when you go to "My Clan" you can scroll to your name and press "Revenge". You can only revenge once, so plan carefully.
There would be two possible ways SC could do it. 1. There would be no war loot bonus. 2. There would be only half the war bonus loot available to steal. (To keep it from being too OP and balance things out a bit). In short, you would have to be dedicated to winning war that you would be willing to sacrifice a bit of loot.
I would like to reiterate how with the limitations I've planned out, that this is not too OP. The majority of ppl may not even get to use it, as a way to keep things balanced.
