Hero's should function like weapons do in wars. while they are upgrading they shouldn't function for raids or defending your village, but let them be available to use for war attacks. The King and Queen are huge parts of war attacks and for me have a huge impact on number of stars in a war. making them available in wars will show the true strength of a clan when battling each other.
