The reason for not getting troops back is so that people don't go around with all drags or all pekkas or something like that with troops that don't die easily killing whoever they want to at minimal cost. In a nut shell, it would ruin the balance of the game.

I agree with the OP in many respects. Especially now that town hall lots are scaled based on the levels. So here's what happens. The 10 mass maxed dragons then spend all of 20 minutes wiping lower levels for say... 100k sum of resources meanwhile their trophies go through the roof, their opponents are robbed of between 5-10k a player and get shields to protect them from their real threats which are town halls their own level that can't max dragons...
i would still till limit any troop return to survivors at 100% though. Also the barracks queues would need to be on hold for the battle duration, otherwise there could be overflow issues. This topic needs more discussion.
When we make a troop we invest two things- time and elixir. Hence, it seems too much to ask for the entire troop to come back especially where high tiered troops are concerned. I personally feel that a fraction of the elixir cost for the surviving troops should be returned. That seems reasonable. They could even make it so that you have to 3 star a base and have surviving troops for this to work, if you press surrender and had surviving troops this wouldn't work.
