This is a biased opinion cus I hate TH6, and TH8.. but
This is a terrible idea IMO.. simply because there is nothing stopping you constantly complaining TH8s from upgrading to TH9, and having access the arsenal which yields more and better Camp Space, Troops, Spells and eventually loot bonuses in higher leagues.. and doing those L9 walls in TH9. Not to mention access to the greatest troop in the game; the Archer Queen. If you max out L8 walls in TH8, not only is it one of the best stops to do them.. you can still dump excess Elix into them when you get to that point in TH9.
Face it, (here is a little secret) TH8 is the backbone of the economy; (another reason I don't stay very long) They earn probably the best loot pound for pound for any TH, but cant hold it due to lack of defensive firepower, even with 2x upgrades on major turrets, and skull walls.. its great for the TH7s-TH9 as primary diet, and good for TH9-TH10 easy trophies when they are up in the C2+ leagues. (heh, heh!)
I cant understand why people get hung up on TH8, its so weak, and that is why TH9s stomp them down and take all their loots.. its earn potential is HUGE and that is a good draw, and a plus; but its defenses are far too weak to defend against the primary attackers.. TH9. (AQ!)
IMO Rushed TH9>Maxed TH8 for the camp space, spell and AQ alone (not to mention L6 troops)

I kind of like this idea. Not my optimal solution by far, but it would be a great outlet for excess elixir, as you may have heard from some people that "walls aren't difficult until level 9, and therefore elixir for them are needed!" Well you're not changing anything here, you're just moving the TH lvl for which those same walls are able to be upgraded with elixir.
The problem I have with it is that the ability to resource dump would still exist no differently than it currently does at TH9, but it would just be happening at TH8 if they chose to stay there and do them at that level. But at least those who are against lvl 8 walls but for lvl 9 walls wouldn't have an argument for this, b/c it's not for lvl 8 walls. Any TH9 player who strongly stated that lvl 9 walls with elixir are needed and shouldn't be changed would have no room to fight against TH8s having those walls to do, say under the assumption that it could then be treated as a resource dump for them. Or if they tried to play that card, they would simply look like selfish idiots after having established that it was completely fine for those same level walls at TH9, b/c walls are a priority at that level and not a resource dump.
On the plus side, everyone here are fine intellectuals and nobody has tried to make the contradictory argument against your suggestion that it would cripple the economy if allowed at TH8 while also stating that allowing it at TH9 wouldn't have the same effect. This should be implemented yesterday.

then go to town hall 9 and spend 6 mil on upgrades and dump your elixir into lvl 9 walls at town hall 9...you town hall 8 complainers just aren't satisfied..game isn't about town hall 8
You're right, but it just isn't about TH9 either. This revert that SC made still screws TH10s b/c TH9s can dump their elixir out of the system just like TH8s used to be able to do when they finished their big ticket building upgrades. There's no reason why every single level of wall in the game shouldn't be able to be upgraded with elixir--you just need to implement a minimum threshold to be held so that the economy-breaking problems at TH9/10 that came with allowing it to be done from TH7-10 can't happen. There is a very workable solution that solves this.
Just because TH10s are a much smaller playerbase compared to the grand scale of players doesn't mean that allowing for the economy to be broken for them is ok. To put it into perspective, imagine how well this current system will work when TH11 comes out. You'll still have TH9s and TH10s able to dump all their unneeded elixir into walls, how absolutely impossible will it be to farm as a TH11? That's why it needs to be fixed, b/c this lazy "chop and slash" method of not allowing it at some walls but allowing it without any restrictions at others isn't sustainable.
