This is a brilliant suggestion that could actually work. I think the 3x to pekka is too OP, because 2x is enough in my opinion. 270 to a pekka is like a 2 lvl 4 tesla zaps (very rough comparison), and might be too much.
The normal DPS. I can agree with, however I would like a little nerf because the range is pretty large and could wipe out a whole horde of lvl 4 barabrians.

Great idea overall, but it could use some tweaking. I guess the power is somewhat balanced by costs, but not quite.

You mention that it is open to ground and air and that it is open to discussion. I think it should affect ground and anything in the air above it. My only reason is because otherwise it seems too much like a bomb. it needs something to make it more different and special so look at this possibility.
