Last I heard they had no plans to but it seems like they could more than double the players especially if it was made easily playable on an actual PC, not just windows phone. I guess they don't want to make too much money.

You can play Clash of clans on windows using Emulators like B L U E S T A C K S etc.

That's against the Terms of Service, I also think if they made it available for PC it would be more vulnerable to manipulation i.e. Ch3ats and such.
