if you need to use your heroes for war, then gem it on war day (i usually start upgrade right after i use both of my attacks in war and gem it when im ready to attack in next war)
if you just farm and dont war much, gem it when you have enough de to start the next upgrade
I pretty much kept both heros down till they were L20. Once I started farming in m2 I would rush my aq and wait 3-4 days on bk depending on my cups and war. Now I'm rushing my aq when I wake up in the morning, I can't not have her in champs.

If you can afford to gem often, then go for it.
Just remember that it is a lot easier to gem the time than it is to farm the 100k+ DE required to start the next upgrade.
One way to minimize gem usage is to get both heroes upgrading simultaneously and only gem a hero when you get your DE storage up to 200k.
