People should always feel free to go where they please. If hoppers bother you switch your clan to invite only.

If you have constant hoppers, someone is clearly no managing your clan right.
I'm 100% against this- I frequently visit my friends in clans for short periods of time.
If you're having issues with hoppers you need to manage your clan better.

I followed one person who joined 5 clans in 15 minutes
That doesn't mean we all do that. A lot of us stay at a clan for a couple of weeks then move around again. That doesn't make us hoppers.
Hoppers, join- take your troops then leave.
