I think a large part of it is a change in their definition of good. It is highly unlikely they are finding loot of the same caliber they used to in the same frequency. What has most likely changed is they are accepting bases with less loot than they used to, they changed their raiding style (e.g. going for storages), and they are nexting more than before. However, because they can still fill their storages (though it takes longer than before) they claim loot is still good. They adapted to the poor loot situation and changed their definition of "good" loot.
Unless SC plans on making changes, we are all going to have to do this. Adapt or quit. The game will probably never be as fun as it used to be. Sadly, the most common advice given on the forums is start doing "real" raiding and go for storages, but that can't work because only a small percentage of the population can be predators and still have the economy work. Stealing from storages does not create loot. People have to do something to make that loot appear to begin with. That means people have to be raiding collectors and league bonuses in order to fill those storages for raiders to take. Storage raiders look down on collector raiders, but the reality is, there would be no storages to raid if most of the players were not getting most of their loot from collectors and league bonuses.
