No each time it spawns skeletons it spawns 5 and it max skeletons it can spawn is 10, this info is based of previous stats of the witch

Look I just think the witch needs a new level look some troops like the archer now go level 7 while the witch gets left behind, 1 little level is not going to harm anyone and will be a nice addition to the game.
