A brand new Clash of Clans open to anyone. No age restriction but you have to be mature. No town hall level or level requirement, but we need you to be active. As the clan is brand new we have no war frequency and will be decided once we talk with all the clanmates and decide on the right one for us.
Elder/Co-leader is earned from TRUST. Not from donating. Have a decent request/donate ratio and respect your clanmates. Cussing is permitted, but too much isn't that good.
As someone who has just made their first clan, I'm not that experienced with leading a Clash of Clans clan, but I have experience with something similar from other games, such as guilds.
