Get used to it. It is the same with most troops, apart from Barbarians and Archers I think. If they are attacking a wall then they will continue until it is broken.

They are smart. I noticed that PEKKAs do this only when there is a tesla behind a wall. Since the teslas do x2 damage to PEKKAs, then she is going to go for that tesla so she can live!
However pakkas (or drags) might be stupid the important thing is that they are stupid the same way every time. Once you understand how that is you can predict what they will do and so where to place them.
The best thing to do is study how the AI works for all troops and then learn to place them so that attacks go where you want.
