However, I really liked one of the things you said, about attacking on both sides of the horse. I'm picturing one of those scenes in a typical fantasy/medieval movie, where the hero is riding on his or her horse, slashing or smashing on the left and right, alternating with each blow.
I think the way to implement this would be to make the unit a multi-targeting unit. That is to say, it might only get one attack every 1.2 seconds per target, but it could target up to two units, allowing it to effectively attack every 0.6 seconds. So, like a Valkyrie, it could go between two buildings and hit each. But instead of splash damage, it would just hit one, then the other, alternating.
Against CC troops, it would be able to target two troops, if there are two or more available within a small radius (0.5 tiles is what the wiki page says about the Valkyrie, so that's probably good here too).
I think the speed needs to be faster than a hog rider, so 25 or more. In fact, a horse should be able to chase down a goblin, so a speed of 32 or more might be okay. And instead of being able to jump over a wall, I think just allow it to use both attacks (both targets) against a single wall, so it effectively does double damage against a wall. I think that's a nice compromise.
