When deciding who to attack in clan wars, most clans develop a system, like attacking your opposite number (i.e., if you're 18 on the map, you attack 18 on the other side). For example, I can click on number 18, so my name shows up next to number 18 as calling that one to attack. I'm not sure this even needs to prevent other people from attacking 18, it would just be a way of keeping track of the fact that I've said I want 18--if someone else wants it too, then we can discuss it in the chat.
I think this makes the most sense if you only get one "call" at a time--otherwise, it wouldn't be fair and it could be confusing (after you attack once, you get another chance to call a base that's not already called). And obviously, only one person at a time should be able to call a particular opponent.
There's nothing more annoying then planning to attack a particularly base and then finding someone has already done it, especially if you mentioned it in the chat. But it could be that the other person in your clan didn't see that part of the chat, or they didn't know the system, or whatever.
So--let us call our opponents in war. (If you want to get really intricate, you could allow comments on a particular base--like, I call 18, and I'm planning on a basic GOWIZ, but that's really just gravy.)
