This is an interesting idea I had while watching my maxed out town hall 8 base slowly approach town hall 9. I had nearly maxed storages, but with my base maxed, I could not spend them. My idea is to allow the commencing of upgrades that require the higher town hall level (in my case, town hall 9), during the town hall upgrade. This way players could use their loot and continue to gain more. The new, higher level structure would not actually gain its higher DPS and/or HP until the town hall upgrade was finished. Basically, I could spend the elixir to upgrade an army camp to level 7, but no matter when the builder freed up from this task, I would not receive the extra housing space until the town hall was finished upgrading.
