Pretty sure everyone has been frustrated about the fact that they can't attack someone who seems to have a shield up forever and just sits forever in their defense log. It might be cool to have it so that you can spend gems to attack someone despite the fact that they have a shield up. I suggest making it so that if the defender has spent gems to buy a shield, the option to gem around (or through) the shield isn't available.
So we can make this into a game completely based on who can throw the most gems at each others?

We should allow bidding like an auction.
- Say I get attacked and am then under a shied.
- You them bid 10 gems to be able to attack me anyway. A pop up comes to my device telling me you want to attack and the current bid is 10 gems.
- I can then let the attack happen or bid a higher number of gems (lets say 15) to not be attacked. (lets assume I do that)
- You then get the pop up that it is 15 gems now. You can either rebid or give it up. If you bid say 20 gems it comes back to me.
- And so forth until someone blinks.
And of course if I bought my shield (since you are saying they are shielded forever lest assume I paid 250 gems for a week) then the opening minimum bid would be 250 gems.
SC could just let us go until its decided then they can sell one user out to the other for the highest price. Cha-ching!! Mo Money Mo Money Mo Money!!! (For those of you that remember In Living Color from way back)

That could put off people that don't buy gems, and therefore, people that could be telling other people to join that may buy gems. And the people that do buy gems could be put off by the fact they need to buy additional gems just to get basic features to work again before the change.
The Shield is a key part of the game, and changing that would cause more drama that the current 'Upgrade Walls with Elixir' update. Would make that wall upgrade issue look minor in comparison.
I dont buy gems and dont buy shields.. I put my th outside and am happy when i have a shield!!! A shield for me is down time and a time to relax..
If somone over threw my shield with gems i would be annoyed and have no time to relax.. Those who are up in champs fight for every last trophie!! Losing and then loosing again due to gems would annoy those who tried hard to get ( top 3 )
if your top 3 and won gems due to being the best 1,2,3 in champs then great. Smash all those shields!! But Constant attacking and then constant loosing if getting attacked twice!! Would push you down and down!! Losing 10 trophies could push you down then pushing you down further after loosing another six due to some dude using gems to smash you again could get annoying.

Whenever I fill up my storages, I like being able to rely on a shield to protect my resources while I wait for a builder. I'm sure many others do too.
Terrible idea. Would make the whole game a simple who can buy more and led to less non-gemmers.
