Resource coffers should carry more weight when determining if defender is eligible for a shield. Recently my base got hit pretty hard. I was carrying 2M elixir and 1M gold as I was saving for an upgrade. Attacker was clearly on a farming run since my TH wasn't touched. Bottom line, he raped my resources and triggered my clan castle and traps in the process. This didn't warrant a shield since most buildings were left. 5 mins later, my coffers were sapped again by another looter, this time I was without clan troops or traps.
TH is setup to trigger a shield 100% of the time. Resource tanks should offer shield consideration of at least half of what a TH gets. Keep in mind, this doesn't have bearing on trophy take, just shield eligibility.
