Yes, there are two sides to this. The side that will make them not use boots sparingly (the side that wants shorter boosts) and the side that wants more activeness in players who boost (the side that SC chose).
There are some other benefits from the current boosting style. Gemmers, who substantiate Supercell and the normal players with money and development capital, won't usually use boosts sparingly (at least not as sparingly as we do). Making boosts shorter would directly benefit the normal players, those who are getting their free gems off of Supercell by removing obstacles and achievements. In an economic view, shortening boosts doesn't really do anything. Infact, as some other people have mentioned, it might cause more problems instead of solving problems.
The problem that I think OP is trying to address is that 2 hours is too long for normal players to invest that many gems. By fixing that, we might make less bases available, being no real profit for SC and only makes some people happy because they don't waste 1 hour.
So my advice is. Boost it and log off when you need to. Consider the remaining time a donation and a show of support for Supercell's awesome games!
