I have an idea for a Forfeit Button for clan leaders during clan wars. Only the leader or maybe co-leaders would be able to end the war early. We have gone against a few clans that don't attack at all and we are forced to wait the 24hr time limit. It would be nice if the enemy team could just opt out. Just an idea.

Even if you had that button it would be necessary to still make you wait until 24 hours ran out. Any idea that seeks to shorten the 48 cycle of war cannot be adopted for how it would upset the economy and be abused as well. (which is why a 'ready;' button can't be done either)
This is a good idea so you don't have to wait like 9 hours if you already know you have lost the war

The winning clan gets penalized this way... If your clan quits then any of the winning clan players who have not taken both turns lose out on the war win bonus.

Well that would encourage them to attack more and get better so every one will attack

Players are in different time zones.... If the losers just bailed then some of the winners won't get to attack. Instead of quiting on wars clans that lose a lot should take all Thier attacks so they can improve

Huh? They are the winning clan. Define 'better'.
Only way to allow a forfeit button is this.
Say you are #5 and if their #5 attacks you, they would have gotten 300k of each and 1500 de. Now, their number 5 didnt get a chance to attack but you want to quit. You can, but you would owe #5 the loot bonus he would have gained had he had the chance to attack. And it comes from YOUR storages.
This is would happen for every attack that was missed because you quit, every member of the clan pays unless their opposing member already took BOTH attacks.
If even one person doesnt have the funds to cover, you cant forfeit.
