There is a note about the loot penalty every time you upgrade your town hall. I don't think any upgrades should be forced to happen or not happen.

How is it a problem for the game that needs to be 'solved'? Players will always have the right to hurt themselves. And they only hurt their own selves, not the game, You can argue they hurt the game by being a stupid player and maybe they do. But taking away ways to be stupid will not make them smarter.
Actually, it can be argued that by just letting them make their mistakes and suffering the consequences does have the possibility of making them smarter
If someone wants to rush their town hall why do you care? I love seing rushed town halls makes for an easier victory and usually a big pay day with loot because their town hall is higher then yours (because they rushed it) so you should take full advantage of the town hall rushers. Theres nothing better then seeing a level 9 or 10 town hall with level 6 town hall defenses but a whole lot of loot to be taken. And if you are concerned about this because theres town hall rushers in your clan, explain to them how it puts them at a disadvantage and if they dont listen and its costing you war wins or effecting you directly then kick them out of the clan otherwise don't worry about how other people manage their base and use it to your advantage
You cannot see signatures on the mobile site. Scroll to the bottom of the web page and press 'Full Site'. You will be able to see words and pictures below people's posts. They are signatures.
On the creativity page there's a sticky(red thread at top of page) tap the one that's says Graphic Design Services. There will be links to GFX shops. Those are how you get costum Sigs like we have

One way to solve the Town Hall rushing issue for most is an added menu or 'to do' list. The list will have all the eligible buildings for upgrades. Along with a "It is best to complete most of these before upgrading your Town Hall" message somewhere, with what's-her-name advice villager, and you will give a more psychological need in players to want to do most, or all, of the upgrades. Once you make it a list, not unlike the list of achievements, it becomes more of a goal the game challenges you with; and people want to meet those challenges.
I can see Supercell adding this, since realizing you Town Hall Rushed and keep getting crushed isn't fun. And a fun game is what they want to make.
