I definitely recall something similar happening...
it sucks a lot.
I also had a person recently raid me, and end the battle right before the townhall was destroyed. Keep in mind, this th is outside and unprotected. I am pretty sure the person wasn't happy.
On my second attack in a war, I deployed 2 golems, 10 wizards, 2 pekkas, then went to drop an archer in the bottom left corner to take out a builders hut.
Unfortunately, I hit the surrender button. Then the popup asking me to confirm showed up, and reflexes kicked in. I thought my phone was telling me I had a low battery and touched "OK" confirming the surrender. D'oh! We won the war, but I didn't get a bonus for my second attack as I got zero stars.
Very sad. Too good this haven't happened to me yet in the 8 months and 3 weeks of playing this game.
