I think it's gotta be 8/9. The loot at both Town Hall levels is probably the best and you can pick on a lower Town Hall level with little penalty. The lower town hall is also at a significant disadvantage so raiding is very quick and easy. In wars there are a variety of attacks a Th9 can use. Wish I was still at Th9

I had the most fun at TH7/TH8. I experimented at with lots of different troop combos, and the upgrade times weren't too bad.
I kind of burned out at TH9 so it took me forever to get through it, but I'm really having a good time at TH10. Unfortunately troop combos are more limited (no more 3* mass drag because you can), but having the highest level troops is nice.
TH10 by far, though if you're a TH9 with all level 10 wall, its just as fun.

Tough call for me between 9 and 10. 9 had better loot and easier 3 stars. 10 is challenging which in itself is fun as well as having my fave spell, the freeze spell

I'd say th10 is my favorite, awesome troops and you actually need some skill and planning to win vs other th10s. Successful raids are very enjoyable.
Th9 is kinda fun too but after a while it gets boring just mashing barbs and archers (or any troop mix really) and beating other th9s easily.

Going with Th9 since you unlock the queen and the xbows. Th9 also has good loot since you can raid Th8s.

Town hall 9, getting the queen and all the other toys was great. Plus the loot was fantastic and easy to find. Town hall 10 is a drag, everything is extremely expensive and loot is hard to find.
I am early to mid TH8 and I had more fun at TH7. I routinely 3 starred bases even while just loot raiding. TH 8 has become a bit of a slog. I am making the same exact raid over and over again. Because maxed TH8 is so much stronger than beginning TH8 it often feels like I might as well be hitting a TH9
