Troops better, u can farm with them and also do war attacks. Walls will take lots lots of gems

Gemming resources to spend on walls is just about the worst thing to spend gems on in terms of bang for your buck.
Work on your walls at the end of your townhall upgrades for that level. For TH8 I had so much lab work i held back and upgraded walls to skulls and a lot of that was gold. I recommend using gems to boost barracks especially in pursuit of de. Gemming time off to free a builder up when you have resources needed for an upgrade can help. It especially helps to gem time off an upgrade if your storages are full so you aren't maxed out on a resource while searching another. For example de raiding 75k for level2 which filled my gold a couple times over in the process.

Troops are more important than walls - though walls should not be ignored.
I don't think that troops or walls should be gemmed. It's just incredibly inefficient. If you want to use gems that's fine - but use them to boost your barracks and get the loot you need for your troop upgrades. While you're waiting for the troops to upgrade boost your barracks some more to get more loot for your walls.
