You probably don't want to hear this, but I think it's a great time to max everything. Don't forget that TH7s become a measly 50% reward when you're at TH9, so loot is a bit more scarce (not complaining). It's up to you wether that's worth sacrificing in order to have xbows and the queen.
When I look at clan recruits, there's just something special about somebody who upgraded all their troops at their TH level. If you decide to try out a new strategy down the road, you don't want to be severely limited in your options. What if SC made hogs awesome again? Who knows.
Lvl5 Balloons are a must, they were the first lab upgrade I did at TH9. Giants also, massive improvement, your clanmates will oooh and ahhh when you give them lv6s.

I've made a decision..
I'll leave hog riders stay at lv1 in th8 (I'll upgrade it later when my troops for th9 ready)

You can't go wrong if you get lv3 Pekkas and lv2 Golems but at least catch up on your baloons and hogs afterwards. You shouldn't ignore these kind of troops
Always upgrade troops to max before going to next th in my opinion.... way easier to get and keep your loot as a maxed th vs a weak new th. You can also practice strategies with your lev 5 balloons and minions at th8 , while youre upgrading the rest.... 9 is a killer in the beginning....th10's just feast on you.

Your gonna do what you want. But your hurting yourself. All bases have a weakness. Having the right troop for the job is great. Goho can be a killer attack at 9. So can gowiwi or gowipe or lavaloon. Lavadragloon is fun on 9s that have neglected the potential of an aireal attack
