Don't be a rat...
Caught some ♥♥♥♥♥ers in clan war. They knew right where our traps were and conducted literally perfect attacks....despite this, we only lost by 1 star. After the war I went over and asked them how they did so well...and they told me...should I turn them in? I hate the idea of being a RAT...
If someone took your wallet would you just let them get away with it because you didn't want to be a rat?
If you had lost the war because they did that you would be out the cost of troops, the time you spent training the troop, the time you spent in the was itself, the cost of troops you donated....etc.... They would have taken them from you unfairly, or if you prefer, they would have stolen them from you. Reporting someone for stealing from you and your clan mates is not being a rat.

The cat is right. Report that directly to SC. You will never hear back what they do about it, but they do follow up on the reports on their own.
Report it with screenshots of their confession, but fear not being a rat, as supercell will feed them cheese and do nothing at all, no matter what they say about banning hundreds, I don't believe a word of it.

Supercell won't do ♥♥♥♥ about it. You're wasting your time. Waste of time to even make this post.
Report them, but you will need proof or they will do nothing.
Turn in if you've got a screenshot of them admitting it. Nothing else will do as far as proof, don't waste your time.
This is a game. Don't use real world situations.

some folks use real world money to pay for gems and use them to boost barracks for the troops they spent against the fluffy bunny instigators.....
