I spent 3 months maxing my base at TH8 to get all 225 skull walls, and honestly, it has definitely paid off.
There have been atleast 5 attacks in the past 1 day alone where having max walls for my level repelled a bunch of TH9 attacks. The amount of time each extra layer/compartment adds to enemy troops trying to get to your storages is really something to see.
I strongly recommend going for it. Not to mention, the intimidation factor alone is worthwhile in my opinion.
I agree with Faraaz. I'm a TH8 and when I'm looking to attack, it's rare that I'll go after skull walls, even if there's huge resources there. Too often when I tried to barch against skull walls, the attack would be over and I might not have even gotten 10% of the resources available. Not worth it. Move on to the next and find some gold walls, or even pink. Skulls? Yep, "NEXT".
On top of that, upgrading before maxing to skulls means it'll only get worse with the loot penalty. Scoop up the 500k gold at TH8 and dump it into a wall. It'll be harder to come by at TH9 and you'll have so many other things to upgrade, you'll have bad walls for a 9. Wait it out and have fun being a TH8 tough guy.
Before I weigh in here and give you my opinion on what you should do, what are your DE troop upgrades and King levels looking like?

Get your golem to lvl 2 and spend time maxing your walls it will pay off in the long run. Im currently th9 with 80 lava walls and the rest lego walls and having all my walls skull going into th9 really saved me a lot of time. Get that golem lvl 2 and your w.e dark troops that u can while u finish your walls bro.
If just doing walls get to Th 9. That way you will not be wasting elixir.
