Not this ♥♥♥♥ again..rusher maxer, you play however you want. Its pretty obvious you dont even need an answer. When anybody advice you to max you just gonna show how genius you're, rusher is better bla bla bla.
That is what I tell the members in my clan. If most of your raiding is against THs one level below you. Then DO NOT rush. If you typically hit same level and\or +1 THs then it is not to bad. The loot penalty does matter.
I hit same or higher. I was around 2200 for weeks and I am now around 1900. Not that much th 6 here.
But indeed I would get a higher penalty when attacking th 6 if I go to th 8. But that has nothing to do with rushing, because if I would max everything by attacking th 6 I would have the same problem when I finally go to th 8.
As a th 8 you will get a stronger army and will feed on th 7

If most loot comes from equal or greater bases then shouldn't be a problem. I have a few younger family members in clan and they live on hitting lower bases, so I strongly advice against. You should be fine.
I would advise against rushing. I'm not sure what you have maxed out. As I understand it your troops are maxed, but your spells? What defenses? There have been many arguments in the forum's history over quality or quantity. As a younger TH1-5, rushing is pretty important. Except for that CC, always get the CC maxed ASAP.
In war, you're usually placed according to what you have. If your TH7, for example, and just beginning with two or three others (at TH7) then whoever has the most upgraded at that point is higher than the others. That's why you often find TH9s and TH10s together depending on if the TH10 rushed. If you're rushing, then you'll be that sad TH9 at the lowest possible marking in your clan.
Upgrading to TH8 is expensive. It takes 8 days, I believe, to even get there. From there it takes 10d to upgrade your dragons to level 3 and 3mil. I'm a decent farmer (by my own standards) but even then, in war-all-the-bloody-time-clan, getting five or six stars a war, doing expensive dragon raids and spell combinations, it can take awhile to save the elixir, regardless of how long it takes to farm for it. Doesn't matter how good you are, it can still take awhile.
My point is, though you may keep your builders busy if you have the loot, why are you bothering to save loot? If you're not really maxing your base and you're rushing it, then why do you need x (being the amount of builders) you have? If you're not maxing, then just get the mortar, upgrade your troops and spells, unlock the pekka, golem, and all the other new troops.
I hope my reasoning makes some sense to you, it does to me.
